Abstract

The last years of a century that was coming to an end were going by and their final rasping breaths could be heard, while a new world seemed willing to be born from the disputes between regions manifested in the power relations and emerging transformations of its territories. Latin America, as a reservoir of natural resources capable of supporting itself, from its destiny as a strategic productive continent for energy, food and, why not also, intelligence consuming countries, poses constant change scenarios. The magic which has surrounded the beginning of the new millennium has slowly passed and determined, imposed and showed the enhancement from the road traveled over several decades- of the results obtained through the evolution of the line of research constantly reflected upon.
